Question on Muslim women dress code

The hijab/aurat is the order of Allah swt as clearly stated in the Quran, refer to the first few verses in Surah An-Nuur. Following to this, the ruling on hijab/aurat for Muslim women is the consensus of the ulama' since the early days of Islam until today. No ulama's has ever refuted this.

Choosing one's religion is obviously a personal choice. Similarly, choosing to be a Muslim is also a personal choice. Being a Muslim, we are obliged to follow its teachings including those on aurah/hijab. There's a verse in the Quran, meaning "O you who believe, enter perfectly in Islam (by obeying all the rules and regulations of the Islamic religion) and follow not the footsteps of Shaitan (Satan). Verily ! He is to you a plain enemy." (Al-Baqarah: 208). This means that any Muslim should follow Islamic teachings fully and wholeheartedly without any exception. Further to that, a Muslim government has the right to order the Muslim women to cover their aurah, if the govt wish to do so. Similarly, a Muslim govt may choose NOT to impose such ruling but rather to educate the Muslim through education, reminders etc etc.

Ultimately, any Muslim is answerable to Allah swt and is accountable to each of his own actions. A muslim govt is there to administer the people in accordance to Islamic teachings as has been shown throughout history (from the first Islamic state of Madinah during the time of the Prophet s.a.w until the fall of the Islamic Empire in the early part of 20th century).
